62 PUBLIC CONSULTATIONS IN 2023

Public consultation stands as a vital instrument for those shaping governmental policies. This process entails the government introducing various subjects to the public, inviting individuals and organisations alike to contribute their perspectives and feedback on a myriad of topics. The Public Service assumes a pivotal role in facilitating the government's connection with the public, actively seeking input to tailor the most effective policies for the current period.

The Consultation Unit, that forms part of the Office of the Prime Minister, oversees the management of the publicconsultation. gov.mt portal. Collaborating with all ministries, including departments and entities, this unit publishes consultations covering both legislative and non-legislative matters through the portal. In May of last year, the Unit was present at the Public Service Expo, explaining to the public how consultations work and offering guidance to individuals on how they can contribute their ideas. 

Throughout 2023, the Public Consultation Unit coordinated 62 public consultations, encompassing 19 that delved into legislative frameworks and 43 addressing non-legislative matters. These figures show a favourable comparison to previous years, underscoring the consistent and effective use of this tool. In fact, in 2022, a total of 44 consultations took place. 

This process elicited nearly 500 suggestions or proposals from the public, each meticulously considered and analysed. Among the consultations conducted last year, 24 focused on topics related to the environment, energy, and enterprise, 14 centred around work and planning, and four addressed finance and employment. 

Significant feedback was received for consultations on critical issues such as the National Policy for the Deployment of Offshore Renewable Energy, the reform of the Condominium Act, the Contractor's License, Legislation on pet grooming, pet sitting, pet boarding, and dog breeding, as well as the Gateway to Better Quality Employment in the hospitality and tourism industry. 

Currently, there are four ongoing consultations where the public can still contribute suggestions or comments. These involve the Regulations of Groundwater Abstraction in the Maltese Islands, the Children's Policy Framework 2024-2030, the National Education Strategy 2024-2030 - Visioning the Future by Transforming Education, and the UNESCO Valletta World Heritage Site Management Plan 2023. 

Furthermore, individuals can subscribe to the mailing list of the publicconsultation. gov.mt portal to stay abreast of new consultations launched periodically. This ensures that citizens remain informed and engaged in the ongoing process of shaping policies that directly impact their lives and the community at large. Public input is not only valued but essential in the democratic governance framework, fostering a collaborative approach between the government and its citizens for the betterment of society.​
