The publication of the Institute for the Public Services

Over the past few years, the Institute for the Public Services (IPS) has invested in enhancing the IPS Library and increasing the visibility of the work produced by sponsored public officers, leading to the launch of the IPS Journal. It is a printed and digital journal that combines academic research with the practical needs of public administration. 

Published biannually or annually, each edition features around six academically oriented articles that are carefully selected from dissertations and other research, ensuring that evidence, analysis, and practical recommendations are emphasised for the benefit of Malta’s public service. The IPS Journal’s format is intentionally concise and solution-focused: studies are presented as clear narratives that showcase what works, why it matters, and how ideas can be applied across ministries and agencies to enhance outcomes for the Maltese society. This steady publication cycle has built a continuous link between learning and action, encouraging officers to share findings and to incorporate research-led thinking into policy design, service delivery, and organisational innovation. 

In June 2025, the IPS launched its seventh edition, introducing a new design layout that improves readability while maintaining the Journal’s characteristic focus on evidence-based management insights. Together, these editions record the ongoing progress of the Maltese public service as it utilises scholarship to tackle urgent challenges and to foresee upcoming needs.

Readers are invited to explore, cite, and apply these findings to projects that advance efficient, transparent, and citizen-centred governance nationwide.
