Streamlined Inspections: A Win-Win for Businesses and Consumers

In an effort to streamline routine inspections and ease the burden on businesses, the Inspections Coordination Office (ICO), part of the Coordination and Implementation Division, OPM, has re-engineered the inspection process. Nowadays, only one single entity conducts various routine inspections, gathering data not only for its own use but also for other government bodies. This model serves as a prime example of government entities collaborating to enhance efficiency, optimise resources, and leverage technology—all while ensuring public peace of mind that businesses are compliant with laws and regulations.

The ICO now identifies the responsible entities for each business type and consolidates their requirements into a single checklist. During on-site visits, inspectors use tablets to collect the information specified in the checklist. Each entity then electronically receives the relevant data and analyses it accordingly.

Since its implementation in late 2019, this reform has significantly reduced the number of routine inspections for businesses involved. As the model continues to prove its effectiveness, more business types are gradually being incorporated.

In 2021, the government introduced the High Standard of Compliance (HSOC) certificate to recognise businesses that are highly compliant with legislative regulations. To qualify, businesses must achieve high scores in all areas inspected. Certified businesses are awarded a certificate, a sticker for display, and a letter detailing their scores.

Consumers benefit from the new process in various ways.  It is less likely that they will be inconvenienced by inspections while visiting establishments. Additionally, the HSoC certification, which signifies that outlets have achieved high scores from all inspecting entities, is available online.  In fact, the public can check which businesses have earned this certification by visiting www.ico.gov.mt.

Businesses are encouraged to proudly display their certification, making it easier for the public to identify those who have met high standards.

The ICO continues to expand its coordinated inspection reform, helping businesses improve their standards for the ultimate benefit of the public. This collaborative approach not only boosts compliance but also fosters a culture of excellence and accountability among businesses.
