Permanent Secretaries: Strengthening Leadership Across the Public Service

The appointment of Permanent Secretaries across Government ministries marks an important step in strengthening Malta’s Public Service.


Permanent Secretaries hold one of the most senior administrative roles in Government. Under the leadership of the Principal Permanent Secretary, Mr Tony Sultana, they play a central role in ensuring that Government priorities are translated into action, ministries are effectively managed, and public services continue to be delivered with professionalism, continuity and accountability.


Their role is essential to the daily functioning of Government. They oversee departments and entities within their portfolios, guide senior officials, support good governance, and ensure that public resources are used responsibly and effectively.


The newly appointed Permanent Secretaries bring experience from various areas of public administration, reflecting the diverse responsibilities of today’s Public Service. Their leadership will be important in supporting better coordination, improved service delivery and continued reform across Government.


In a modern Public Service, Permanent Secretaries are not only administrators but also drivers of change. Together with the Principal Permanent Secretary, they help translate Government priorities into action while ensuring that citizens remain at the centre of public administration.


These appointments reaffirm the importance of strong, professional and forward-looking leadership within the Public Service, as it continues working to deliver quality services for the public.
