86% of Budget 2025 measures successfully implemented

In the presence of Minister for Finance Clyde Caruana and the leadership of the Public Service, Principal Permanent Secretary Tony Sultana launched the publication It-Twettiq tal-Baġit 2025 and announced that the budget implementation rate for 2025 reached 86%. This represents a 2% increase over last year and continues to inspire confidence in the implementation of next year’s Budget, just days ahead of the 2026 Budget announcement.

 

Mr Sultana noted that this year’s Budget included 326 measures, of which 62% were social, 20% environmental, and 18% economic. The strong implementation results are the outcome of the work carried out by all departments, directorates, and entities, coordinated by the Office of the Prime Minister. The Coordination and Implementation Division within the Office of the Prime Minister closely monitors these measures, compiles reports, and supports their implementation. This structure has been further strengthened through the introduction of a new monitoring and reporting system, allowing challenges to be addressed more promptly.

 

According to the Principal Permanent Secretary, Public Administration employees are the driving force behind the implementation of the Budget. Their year-round commitment ensures that the Budget serves as a true instrument of social and economic transformation.

 

Minister Clyde Caruana stated that the consistently strong implementation rates demonstrate the soundness with which Malta’s Budgets are drawn up. He added that this Government has a proven track record of responsible Budgets which, apart from supporting families and businesses, meet the country’s economic targets and ensure continued national strength.

 

“Elsewhere, in recent years, governments that have taken different decisions are now facing major challenges. They are being forced to cut public expenditure, while unemployment and burdens on citizens continue to rise. In Malta, the situation is entirely different. Our economy remains strong, employment is at record levels, and the fiscal position continues to improve year after year,” said Minister Caruana.

 

“In this way, next Monday we will be presenting another Budget that will continue to support people and employers, while further strengthening the foundations of our country,” the Minister concluded.

 

The publication It-Twettiq tal-Baġit 2025 includes a full list of all measures announced in the 2025 Budget, with updates on each one. It also provides an analysis of economic performance and a report on the work carried out to align these measures with the United Nations Sustainable Development Goals.
