Mr Kevin Mahoney
Mr Kevin Mahoney was born at Sliema on the 26th May 1962. He received his secondary education at St Joseph's Secondary, Paola and obtained a B.A.(Hons) degree in Public Administration from the University of Malta in 1985.
He joined the Public Service as an Administrative Officer in 1986 and was posted at the Electoral Office as officer in charge of the Department. He was also appointed Secretary to the Electoral Commission. In 1989 he was posted for a short period of time at the Inland Revenue Department and in the same year was eventually deployed with the Notary to Government Department as Head of administration, finance and human resources. He was appointed Assistant Court Registrar in 1994. In 2001 he was appointed Director/Registrar of the Civil Courts and Civil Tribunals. In 2007 he was promoted to Director General at the Courts of Justice and national delegate on the Council of the European Union working party on eJustice till 2013. He was re-confirmed as Director General in 2010.
In 2013 he was appointed Permanent Secretary in the Ministry for Home Affairs and National Security and re-confirmed in this position in 2016 and in 2019 for further three-year periods. He was also appointed as national expert on the High Level Working Group (HLEG) on Interoperability and Information Systems set by the European Commission which nomination has now been since terminated.
He was appointed member on a national committee in the preparation for the 2015 CHOGM summit.
Mr Mahoney was the Chairperson on the Human Trafficking Committee, Deputy Chairperson on the Aviation Security Committee and Deputy Chairperson on the Civil Protection Council. He was a Member representing the Ministry for Home Affairs, National Security and Law Enforcement on the National Coordinating Committee on Combating Money Laundering and Funding of Terrorism since 2018. He was Chairperson on the Contingency Coordination Committee icw Mass Influx of Irregular Migrants. Mr Mahoney was also the Chairman of the Internal Audit Committee of the Malta Police Force. He is also Substitute Member on the Senior Appointments Advisory Committee. He was also appointed as a Member on the Inter-Ministerial Committee in order to develop and implement the Conflict of Interest Resolution Policy. Mr Mahoney has also been appointed as a Member on the Inter-Ministerial Committee to develop and implement the National Integrity Strategy for a period of one year.
With effect from the 12th April, 2022 he was appointed Permanent Secretary (Coordination & Implementation) within the Office of the Prime Minister. He served as a Chairperson on various committees and boards including the Data Governance Council, the Re-Instatement and Re-Employment Committee as well as of the Social Causes Fund.
As of the 9th January, 2024 he was appointed as Permanent Secretary at the Ministry for the National Heritage, the Arts and the Local Government. He is also a member on the Creativity Trust Board.
He is married with two sons.
