Permanent Secretary, Ministry for Youth, Wellbeing and the Implementation of the Electoral Programme

Mr Keith Bartolo

A senior public administration leader with extensive experience in corporate governance, education, human resources, and organisational development, he served as Director General of the Institute for the Public Service (IPS Malta), leading national initiatives in workforce training, leadership development, and public administration reform.


Over the course of his career, he has played a central role in shaping strategic frameworks for talent attraction, development, and retention, while overseeing key institutional functions including registrar and certification systems, human resources and administration, finance and procurement, and strategy and communications. Mr Bartolo also spearheaded organisational restructuring and capacity-building initiatives, ensuring alignment with public sector governance standards and national priorities.


Prior to serving as Director General of the Institute for the Public Service (IPS Malta), he held several senior leadership roles in public administration and education, including serving as College Principal within the Ministry for Education between 2015 and 2021. In this capacity, he contributed significantly to staff development, compliance monitoring, policy implementation, and service delivery improvement.


He holds a Master of Business Administration and a Bachelor of Education (Honours) in Physical Education, complemented by further professional training in public administration, leadership and management, and human resources and compliance.


In June 2026, Mr Bartolo was appointed Permanent Secretary at the Ministry for Youth, Wellbeing and the Implementation of the Electoral Programme.
