Permanent Secretary, Ministry for Justice and Reform of the Building and Construction Sector

Mr Johan Galea

Mr. Johan Galea has been serving as Permanent Secretary within the Justice sector since December 2016. Initially, he held this role in the Ministry for Justice, Culture, and Local Government. Following a ministry redesignation in January 2020, he continued as Permanent Secretary in the Ministry for Justice, Equality, and Governance, and from April 2022, in the Ministry for Justice.


In February 2022, he also took on the role of Permanent Secretary for the Ministry for Transport, Infrastructure, and Capital Projects, concurrently serving both ministries for nine months. In January 2024, he was appointed Permanent Secretary for the Ministry for Justice and Reform of the Building and Construction Sector.


Mr. Galea joined the Public Service in 1991 in the teaching grade. From 2004 to 2009, he served as an Assistant Head of School and later as Head of School. In 2009, Mr. Galea was appointed as Assistant Director in the Planning and Priorities Coordination Division within the Office of the Prime Minister. In 2012, he became Director of Corporate Services within the Ministry for Fair Competition, Small Business, and Consumers. The following year, in 2013, he took on the same role within the Ministry for European Affairs and Implementation of the Electoral Manifesto. In 2015, Mr. Galea was appointed Director of Corporate Affairs at Arts Council Malta.


Mr. Johan Galea holds a Bachelor of Arts in Psychology and Sociology from the University of Malta, as well as a Postgraduate Certificate in Education and a Diploma in Educational Administration and Management.
