Permanent Secretary, Ministry for Justice and Reform of the Construction Sector

Mr Johan Galea

Mr Galea joined the Public Service in 1991 in the teaching grade.  Between 2004 and 2007, he served as an Assistant Head of School, following which in 2007 he was placed as Acting Head of School and subsequently appointed Head of School.

In 2009 Mr Galea was appointed Assistant Director in the Planning and Priorities Coordination Division within the Office of the Prime Minister. Following this in 2012, he was appointed Director Corporate Services within the Ministry for Fair Competition, Small Business and Consumers and in 2013, he occupied the same role within the Ministry for European Affairs and Implementation of the Electoral Manifesto.  In 2015 Mr Galea was appointed Director Corporate Affairs within the Arts Council Malta.  

Since December 2016, Mr Galea has served as Permanent Secretary within the Justice sector. Initially, he held this role in the Ministry for Justice, Culture and Local Government.  Following a Ministry redesignation in January 2020, he continued as Permanent Secretary to the Ministry for Justice, Equality and Governance and as from April 2022 in the Ministry for Justice.  In February 2022 he also took on the role of Permanent Secretary for the Ministry for Transport, Infrastructure and Capital Projects, concurrently serving both Ministries for nine months.  In January 2024 he was appointed Permanent Secretary for the Ministry for Justice and Reform of the Building of the Construction Sector.  

Mr Johan Galea graduated from the University of Malta with a B.A. (Gen) Degree in Psychology and Sociology and also Post Graduate Certificate in Education and a Diploma in Educational Administration and Management.​
